As a City of Perth Councillor, every day I am focused on delivering for the City of Perth. Making Perth a world class liveable city is what gets me up every morning.

I have a record of delivering improvements for our community. Policies that I have previously put forward that are now being put into action by the City include:

  • Driving sustainability and urban greening;

  • Driving the neighbourhood Main Street Refresh and Laneway Revitalisation Programs;

  • Initiating the LGBTQIA+ Advisory Group; and

  • Initiating and driving the City of Perth Tech Action Plan.

As your Lord Mayor, I will continue my record of delivery. I will continue working with community groups, businesses and our residents to foster inclusive communities, empower City neighbourhoods, and make Perth one of the most liveable cities in the world.

My campaign platform

My campaign platform is inclusive of our City’s communities and addresses the things that matter to residents and businesses. Here’s a summary:

  1. Standing up for all City neighbourhoods

  2. Make Perth a 24 Hour City, building on the incoming ECU City Campus

  3. Enhanced safety measures

  4. Improve transparency and accountability

  5. Keep rates low and make residential parking permits free

  6. Work with all levels of Government to tackle homelessness

  10. Refresh key streets and laneways in every City neighbourhood

I have announced these commitments over the past three months, informed by you - our City’s residents, businesses and community groups.

Because a vote for Sandy Anghie as Lord Mayor is a vote for a modern, progressive city, that truly grabs the opportunities in front of it. The best way forward for Perth is together.

If you have a vision for your city, you need to stay the course so you can implement it. It’s what voters expect, and with me – it’s what they will get.

I will run a transparent and accountable City. Voters expect it, and demand it. I am determined to lead a Council and a City that is fully transparent, accountable and run on behalf of all voters. A City that genuinely listens and acts.

That’s my commitment to the people and businesses of Perth.

Safety is fundamental to the liveability of our City.

The actual and perceived safety of residents, businesses and visitors should always be a priority. As your Lord Mayor, safety will be a priority - across all City neighborhoods.

  • Less parking inspectors, more community “Safe City Patrols” patrols

  • Work collaboratively with WA Police to improve safety for residents, visitors and business

  • Design for “Safe Spaces”, including laneway revitalisation

  • Enhanced street cleaning in the CBD and Northbridge

  • Bring more people to the City 24/7 for passive surveillance

A recent examination of the WA Police crime data revealed which suburbs are Perth’s safest and which had the highest crime rates. According to this review, the Perth policing district had the highest crime rate in WA in 2022 / 23. We can do better.

Peoples’ behaviour, in terms of the possibility of offending, as well as an individual’s perception about their safety, can be influenced by the design of the environment. That’s why design for “Safe Spaces” is important. Commonly known as Crime Prevention Through Environmental Design (CPTED), this is recognised globally. Good maintenance, like my Laneway Revitalisation and Main Street Refresh programs, as well as cleaner streets, are all part of this.

Importantly, busy cities are safe cities. People often comment that Northbridge feels safest during the Fringe Festival. The presence of people means casual surveillance, making urban precincts inherently safer. A strong night-time economy is critical, with innovation that attracts creative industries and drives a diverse local activation program, providing non-alcohol related options for people of all ages. We want people moving around our City at all hours - residents, works, students, and visitors - keeping our City alive, and safe. A 24-hour city is a vibrant and safe city.

Standing up for all City Neighbourhoods

I am focused on enhancing our City of Neighbourhoods - the CBD, Northbridge, West Perth, East Perth, Claisebrook, Crawley and Nedlands. They all have so much potential.

City of Perth incentives and targets for the CBD, working together with the recently announced State Government concessions, are essential to kick start residential development in the current construction environment, increasing the future supply of apartments to rent or buy. But people need to want to live in the City. Great neighbourhoods and a sense of community is critical for this.

The great cities of the world are defined by their great neighbourhoods, architecture, arts and culture. They are always striving to be better.

Creating a safe and vibrant 24 Hour City

Creating a safe and vibrant 24 Hour City by harnessing our night time economy potential, opening our streets, malls and laneways up to small bars, restaurants and other attractions, to improve safety through passive surveillance and activity.

A true 24-hour city is inclusive of all people: it’s not just night clubs, bars, or specialist retail - it’s community spaces like libraries, green spaces and family friendly areas. This is more than an area of economic opportunity for the city: It’s an opportunity for neighbourhoods to foster their own unique nighttime identity, in concert with the City of Perth, business and community organisations.

As we move towards the opening of ECU’s City Campus and become a university-integrated CBD, 24 Hour City will ensure Perth and its economy stay ahead of the curve, and are ready to be a globally attractive destination for international students.

A world class nighttime city is for all year round, not just a few nights a year. It’s time for Perth to become a 24-hour city.

Youth Action Plan

I am committed to investing in our City’s Youth and Education Sector and would initiate City of Perth’s first ever Youth Action Plan.

Recognising that young people are the future of Perth, supporting their innovative ideas and initiatives through active involvement is key to the successful, sustainable and inclusive transformation of Perth to a modern and progressive 24-hour city.

There are approximately: 24,000 students at UWA; 8,000 students at North Metro TAFE; 8,000 students on the way with the opening of ECU City Campus; and thousands more students at Curtin University, St Georges’ College, Mercedes College, Trinity College, Stanley College and others. That’s more students than the total residential population of the City of Perth. We need to be engaging with them more.

Our ability to attract and nurture the best young people from around the globe, and keep our students here in Perth, is an investment in our city’s future.

Arts Mean Business Plan

If elected at the October 2023 election, I will work with council and the City to introduce the Arts Mean Business Plan.

With retail vacancies across the City at 20 to 25%, and around 35% in the Hay Street Mall, we need to think creatively to activate our centre and redefine our City in a post COVID world. Arts mean business.

The arts and culture industry creates jobs, attracts tourists and helps provide customers for our bricks and mortar food and beverage businesses - the heart and soul of our city - helping them to flourish.

This year Perth was ranked equal 3rd most liveable City in Australia together with Adelaide by the Economic Intelligence Unit. However, Perth consistently scores below other Australian Capital Cities in the culture and environment rating – coming 5th in Australia, behind Melbourne, Sydney, Brisbane and Adelaide on this measure.

We can do better to embrace and enhance our creative industries and leverage off opportunities to strengthen Perth’s position as a cultural destination which will in turn build demand for inner city living, create stronger communities and make Perth a world class liveable city.
